Relevant Accomplishments

• As an independent IT consultant specializing in healthcare technology solutions, he provided expert analysis, strategic planning, and implementation support to the Defense Health Agency (DHA). My role involved collaborating with stakeholders to enhance and streamline healthcare IT systems, ensuring compliance with regulatory standards and improving overall operational efficiency. He focused on delivering solutions tailored to the unique needs of the military healthcare system, consistently achieving measurable improvements in service delivery and patient outcomes. 
• In an interim role, reporting to the CEO, responsible for IT, Business Intelligence, and Security.  Initiated the process of stabilizing, modernizing, and transforming  the organization.  Provided thought leadership on how to build close partnerships with all layers of the organization, which changed perception of the IT organization into a collaborative partner.  Collaborated with Executive Leadership Team (ELT) to educate management on importance of IT to the business.  Managed budget of $3M and grew team from 10 to 27 within 6 months, while driving the focus on value-based delivery.   
• Reporting to Chief Information Officer, responsible for managing enterprise-wide initiatives, leading process transformations, deploying  and new multi-site technology, and bleeding edge solutions. Managed diverse teams that included Business Operations, Robotics Process Automation, Artificial Intelligence, Business Intelligence, and medical devices management.  Implemented information security protocols that ensured protection of member’s personal, confidential information. Managed budgets as large as $50M and teams of over 100 people in several business divisions including pharmacy, nation-wide urgent care clinics, military/government, and call center operations.   
• Chosen by UHG CIO and accountable to CMS Director to lead high-profile effort to turnaround performance of healthcare.gov portal.  Led a high-tech coalition of internal resources, industry experts, and government stakeholders  to dismantle and re-build the existing exchange resulting in a fully-operational national healthcare insurance program within 10 weeks.  Also, responsible for Operations Center to ensure 24X7 uptime.  Supported strategy sessions to define future state technology implementations along with ongoing operational support.  
• Reporting to the CIO, I led the design, build, test and launch of a completely secured  DoD full stack technology solution for Tricare West Program (health insurance program for active military personnel). Orchestrated project by directing leadership of functional areas including data center, network, desktop, telephony, call center, and security which ensured on time delivery. Managed a budget of $100M and 250 cross-functional resources. 
• As a dedicated Program Manager with a focus on data center migration and optimization, I have spearheaded the successful migration of over 10,000 servers and 2,000 applications from more than 24 data centers across the United States. My expertise in orchestrating large-scale data center transitions has enabled cost-effective and streamlined operations. By building and managing a highly skilled team of 20 professionals, I ensured seamless execution of complex migration tasks, while maintaining optimal performance and minimizing downtime. His strategic planning, robust project management skills, and attention to detail have consistently delivered high-quality results and enhanced overall infrastructure efficiency. Realized annualized savings of $250M.  Built and managed a team of 20.
